Speaking to reporters in Tajikistan, Mottaki pointed to Tehran Declaration on swap of nuclear fuel for the Tehran research reactor, and said, "The trilateral declaration of Iran, Turkey and Brazil has created an opportunity for other countries, we hope that they use the measure taken by the two members of the UN Security Council (Brazil and Turkey)."

According to the draft proposal agreed and endorsed by Iranian, Brazilian and Turkish officials last Monday, Iran will send some 1200 kg of its 3.5 percent enriched uranium to Turkey in exchange for a total 120 kg of 20 percent enriched fuel.

The agreement also said that Iran should inform the International Atomic Energy Agency (IAEA) that it has accepted the deal terms in a letter to be sent to the UN nuclear watchdog agency "within one week".

Based on the Tehran agreement, the fuel swap will take place nearly a month after receiving an official approval from the Vienna Group, which consists of representatives from France, Russia, the US and the IAEA.

Mottaki further said the US and its allies had better use the opportunity made by Iran, otherwise every thing changes to the previous situation.

The Iranian minister's comments came days after the US presented the draft resolution against Iran to the UN Security Council on Tuesday.

Iran and the West are at loggerheads over Tehran's nuclear program. Iran says its nuclear program is a peaceful drive to produce electricity so that the world's fourth-largest crude exporter can sell more of its oil and gas abroad and provide power for the growing number of Iranian population, whose fossil fuel would eventually run dry.

Iran is under three rounds of UN Security Council sanctions for turning down West's calls to give up its right of uranium enrichment, saying the demand is politically tainted and illogical.
